Neighborhood Revitalization

Neighborhood Revitalization Program

WHO, Inc’s Neighborhood Revitalization Program works to acquire homes in distressed communities for the purpose of demolishing and re-constructing homes throughout the county. The newly constructed homes provide affordable housing opportunities for graduates of the Homebuyer Resource Center.

Westmoreland Community Action has renovated or re-constructed homes in the following neighborhoods since the inception of the program Greensburg, Jeannette, Mt Pleasant, Claridge, Export, and New Kensington.

Westmoreland Community Action currently owns 49 lots/units in Jeannette, Greensburg, New Kensington, and Latrobe.


Homes in MonessenMonessen

Three houses have been completed in Monessen as part of the Sixth and Reed Avenue Rehabilitation Initiative and are awaiting sale to Income eligible participants of the Westmoreland Community Action's Homebuyer Resource Center. Two additional homes are under construction.

Each of the two-story houses features three bedrooms, 1 1/2 bathrooms, a front porch and high-efficiency heating and air conditioning systems. All homes are carpeted.

Phases of Revitalization

Phase 1: is completed and consists of the first 3 dwellings at 600,602,604 Reed Ave.
Phase 2: has started, consisting of 2 additional dwellings at 606,608 Reed Ave.
Phase 3: will consist of 4 additional dwellings on Knox Ave.

As homes from one phase are sold, the next phase will begin.

Jeannette

Westmoreland Community Action is partnering with the City of Jeannette to complete a large scale PHFA & HOME funded housing impact project. WCA, Inc. will lead the project to re-construct 25 continuous single-family homes for resale. WCA has been actively acquiring properties and will continue with an aggressive approach for securing site control.

Jeannette Revitalization

This project involves building 25 single-family homes and 18 townhouses between the 300 and 400 blocks of South Sixth Street from Bullitt Avenue to Cassatt Avenue. The goal is to completely rebuild that area into an urban neighborhood. Westmoreland Community Action owns 34 of the 44 homes on the block that will be razed to make room for the new development.

Three houses have already been completed in The City of Jeannette and are currently available for sale. These homes were constructed thru a HOME funded partnership between Westmoreland Community Action, the City of Jeannette, and Westmoreland County.

Phases of Revitalization

Demo house will be completed in May, 2008.  Construction starts in June 2008.

Phase 1: 6 single family three bedroom homes
Phase 2: 10 single family three bedroom homes
             and 1 four bedroom single family handicap accessible home
Phase 3: 7 single family three bedroom homes
             and 1 four bedroom single family handicap accessible home

As homes from one phase are sold, the next phase will begin.

News

New Kensington

Two houses have been completed in New Kensington and are currently available for sale. These homes were acquired and renovated thru a HOME funded partnership between Westmoreland Community Action and the City of New Kensington.


Latrobe / Derry

One house has been completed in Latrobe, this home was funded thru a HOME program partnership with Westmoreland County, Westmoreland County Housing Authority and Westmoreland Community Action. The house has already been sold to an income-qualified participant of Westmoreland County Housing Authority's. 

A home in Derry is being built in association with ICTC students.  This handicap accessible house will be completed in June and moved to a half-acre lot in Brenizer in Derry Township.

The Housing Programs are funded through the Department of Housing & Urban Development, the PA Department of Community & Economic Development, the Redevelopment Authority of the County of Westmoreland, and various corporate and private donations.
